EDUSAT earth Station with Central Hub established and inaugurated by Hon’ble Health Minister along with SSUs.

IDSP was administratively and financially merged with NCDC.

Making of IDSP as part of National Rural Health Mission (NRHM) in 2007-08.

IDSP initially aimed to support peripheral laboratories and microscopy centers also but discontinued as these are being strengthened by disease specific programs, like NVBDCP and RNTCP. In 2007-08, it was decided that the programme would only support District Public Health Laboratories (DPHL) and above (State, regional and national).

Infectious Disease Hospital Network and Urban Surveillance in 4 metro cities were included.

Feb, 2008

24X7, toll free call centre (1075) established to receive disease alerts from all over the country.

March, 2008

IDSP/NCDC in consultation with WHO designed a special 2 week FETP.

April/May, 2008

Data reporting started on Portal as a pilot in April 2008 and in May 2008 the portal was uploaded for all the sites. Data reporting formats (P&L) were revised.

June, 2008

Sharing of Weekly summary of outbreaks reported through IDSP with the Stakeholders and other higher officials including Prime Minister’s Office (PMO), started.

July, 2008

Media Scanning and Verification Cell (MSVC) established for detection of early warning signals/unusual health events through various media. The information is shared with the districts affected to investigate and take action.

Aug, 2008

Govt. approved the proposal of contractual appointments of 766 positions in Jan 2008 and the same was approved in 4th NRHM-MSG in Aug 2008 meeting. MoU signed with NHSRC for recruitment of the approved positions in Aug. 2008. Interviews were held in Nov. & Dec. 2008.

2008-09

Due to limited availability of microbiologists to operate the labs and availability of equipment it was decided in 2008-09 to initially support only 50 District Public Health laboratories.

Jan, 2009

Revision of “P” and “L”: During 2008-09, it was decided that in P form, age and gender specific data for cases will not be collected; and also the data element on deaths was deleted as it was being captured in the new NRHM-HMIS formats.  List of conditions under surveillance were also revised giving more focus for outbreak prone conditions. Decision was taken to limit the analysis of “S” form data at PHC and district only.

Reporting surveillance data through portal started.

Competency Assessment Tool for monitoring the quality of outbreak investigations by IDSP was introduced.

Draft plan prepared and initial ground work done during 2009 to initiate Referral Laboratory Network for diagnostic support during outbreaks by involving Medical Colleges and other apex public and private laboratories.

Restructuring Mission of the World Bank for restructuring and extension of project.

Project Restructured

April, 2010

Restructured IDSP project implemented. As per the re-structured project, the World Bank provided funds from 1st April 2010 for Central Surveillance Unit and nine States (Tamil Nadu, Karnataka, Gujarat, Punjab, West Bengal, Maharashtra, Uttarakhand, Andhra Pradesh and Rajasthan). The domestic funds used for the remaining twenty six States/UTs.

The Referral Laboratory Network initiated in the World Bank funded nine States.

May, 2010

Ministry authorized all State Health Societies for decentralized recruitment of sanctioned positions at State/Districts levels w.e.f. 1/6/2010.

Sept-Nov, 2010

Exercise for assessment of consistency in data reporting done at CSU for Uttarakhand state as a pilot in sept. 2010. In Nov. 2010, automated report was developed and uploading on portal to generate the consistency for different levelsdata reporting for monitoring.
